Greetings,
Following my previous message in which I announced that I would no longer be
sending out school board agendas and updates via email, I received feedback
that caused me to reconsider that decision. So, I will be continuing to
send them to those who request to receive them, as well as to Winona Online
Democracy. If you know of someone who would like to be added to the list of
recipients, please let me know.
Also, at the meeting last night I announced that I would not be seeking to
continue as Board Chair after December . . . so, if there is a particular
school board member who you think would be a good choice to serve in this
role, I encourage you to contact them and ask them to run for the position.

HEADLINES
Significant Board Action:
Board sets budget reduction target for 2004-2005 at $2.4 million
In action last night the board voted to reduce the 2004-2005 budget by $2.4
million. This reduction will allow the district to balance expenditures
with revenue. Without any budget reduction the unreserved fund balance for
the district would be reduced from a projected + $1 million at the end of
2003-2004 to a -1.2 million at the end of 2004-2005.
The regular meeting was called to order at 6:00 p.m.

RECOGNITION
Debut award -
The Champions for Children Award is a new award and will be
presented to area business, groups, or organizations that support our
students, staff and programs.
Our first recipients of this award are Wells Fargo Bank and Merchants Bank
for their generous contributions and support for a wide variety of school
programs. This year the two banks provided the funding to produce the
district calendar that is distributed widely throughout the school
district. The calendar this year highlighted student art work.

WSHS FFA Chapter: Two Star Chapter award received at the national
convention. Advisor is Brian Sather.
Erik Mundahl: Placed third at the Tri-State Science Symposium earning the
opportunity to present at the National Science Symposium in Baltimore April
28-May 2, 2004. Erik is a WSHS junior and the son of Neal and Susan
Mundahl.
Stephanie Fix: She was selected last spring as one of two students in the
state to conduct scientific research as a Research (REAP) scholar.
Stephanie is a senior and the daughter of Steven and Linda Fix.
Garrett Heath: Minnesota AA State Cross Country Champion. Senior and son
of Bob and Linda Heath.
Boys Cross Country Team: Eighth Place finish at State Minnesota AA Cross

INFORMATION
Jennifer Brietlow was provide time to present "Minority Report" response
to a report given by the Margaret Schild, chair of Lincoln Relocation
Committee at the November 6 Study Session. Ms. Brietlow informed the
board that she would not be responding to the report.
Board member Natalie Siderius spoke in support of the previous minority
report given by Ms. Brietlow that had criticized the committee work and the
options provided to the board. Ms. Siderius urged board members to give the
options offered by Ms. Brietlow serious consideration.
Update on Lincoln Sale-Jeff Seeley reported that the Lincoln building has
been advertised in the La Crosse, Rochester, and Twin Cities area. A
businessman from La Crosse met with Jeff to day to discuss the building
Phone calls had also resulted in four bid packets mailed out on Thursday.
Superintendent Search Update-Pat Blaisdell, Director of Human Resources,
updated the board on the progress of the Superintendent Search. The search
consultant will be present at the December 4 Study Session for a more
complete update.

The following licensed persons are recommended for employment in the Winona
Area Public Schools:
Monica Akre is recommended for employment as a Long-term Substitute
Science Teacher for 1 period at Winona Senior High School. This
assignment began on November 10, 2003. Her placement on the salary
schedule will be III MA. The first 24 days are at $28.33 and $5823
thereafter.
Robin Bue is recommended for employment as a .6 Elementary Teacher at
Dakota School. The beginning date for this 153 day assignment was
October 14, 2003. Her placement on the salary schedule will be V BA
which amounts to $16,035.56 for this .6 assignment.
Jason Denzer is recommended for employment as a Part-time Smart
Program Teacher at Washington-Kosciusko School. He will be employed
2 hours after school on Tuesday and Thursday from October 7, 2003,
through April 29, 2003. For this assignment he will receive $32.23
per hour.
Susan Kronebusch is recommended for employment as a Long-term Grade
2-3-4 Teacher at Rollingstone School. This assignment began on
September 12, 2003. Her placement on the salary schedule will be II

Miriam Poppe is recommended for employment as a .4 Elementary Teacher
at Goodview School. The beginning date for this 133 day assignment
was November 13, 2003. Her placement on the salary schedule will be
XI MA which amounts to $14,845.40 for this .4 assignment.
Approval of these positions is subject to Minnesota Statute 125.12,
Subdivision 2, which requires a unanimous vote of the full board if the
teacher is related by blood or marriage, within the fourth degree, computed

Christopher Bacehowski is recommended for employment as a Special Ed
Educational Assistant at Goodview School. He will be employed 6-1/2

October 15, 2003, and the hourly rate of pay is $9.69.
Tamara Kruse is recommended for employment as the HOT Club
Educational Assistant at Jefferson School. She will be employed 2
hours per day on Tuesdays and Thursdays from October 7, 2003, through
April 29, 2004. For this assignment she will receive $10.18 per
hour.
Kari Lien is recommended for employment as a Child Care Assistant at
the Winona Area Learning Center. She will be employed as needed.

BUSINESS
Employment of Educational Assistants
Board approved the request from Judi Vold, Special Education Director, to
hire 4.5 educational assistants to cover the needs of special education
students at Jefferson Elementary (2.0 FTE), Central Elementary (1.0 FTE),
Lincoln Community Preschool (1.0 FTE) and .5 at the Winona Area Learning
Center.
Costs to be off-set by use of Federal funds.
Contracts with St. Mary's University
The board approved a request Judi Vold, Special Education Director, for a
Collaborative Agreement to Provide Services for a student with autism in
birth-3 program who is receiving services from a therapist at St. Mary's
University. This is an on-going program.
District Wide Staff Development Committee-The board approved the 2003-2004
Membership on the committee and the goals submitted by the committee for
2003-2004.

Winona Area Public School District Goals. Site Professional Development
Goals should then be in alignment with the District Wide Advisory Committee
Goals.
District Aim-Student Achievement.
Goal: Continue to improve student achievement in reading K-5
Objective: No site will be identified as needs improvement in AYP- WK and
WAPS will be removed from the AYP list
Activities: Training in reading content reading strategies for teachers in
grades 6-12, implementation of new K-5 reading series,
Data: 2003-2004 MCA reading scores for grades 3 and 5 and MBST
scores for grade 8 and 10
Goal: Continue to improve student achievement in math in grades 3, 5
and 8.
Objective: The percent of students passing the MBST in math for grade 8
will be at or above 80% for 2003-2004.
The percent of students in grades 3 and 5 in Level I on the
2003-2004 MCA tests will be below 10%.

Resolution to Reduce Expenditures
In order for the administration to begin planning reductions in the
2004-2005 budget, the Board adopted a resolution directing the
administration to make recommendations for reductions is programs,
positions, and/or schools. Given the uncertainty of state funding and the
current status of the state budget, the following directive (resolution) is
recommended.
RESOLUTION DIRECTING ADMINISTRATION TO MAKE RECOMMENDATIONS FOR REDUCTIONS
IN PROGRAMS, POSITIONS, AND/OR SCHOOLS
Whereas, the financial condition of the State of Minnesota, with
significant budget deficits, dictates that the School District should plan
for reduced or frozen state revenues, and
Whereas, State revenues amount to approximately 85% of the District's
General Fund revenues, and
Whereas, projected enrollment declines will further deteriorate State
revenues, and
Whereas, the financial condition of the State of Minnesota will have a
significant impact on the financial condition of the school district,
BE IT RESOLVED, by the Winona Area Public Schools (ISD 861) as follows:
The School Board hereby directs the Superintendent of Schools and
administration to consider the discontinuance of programs, positions,
and/or school reductions to effectuate economies in the school district and
reduce expenditures and, as a result of projected state revenue declines,
make recommendations to the School Board for the discontinuance of
positions and/or curtailment of position and/or school reductions, AND
The School Board hereby directs the Superintendent of Schools and
administration to determine which teacher's contracts must be terminated
and not renewed, and which teachers may be placed on unrequested leave of
absence without pay or fringe benefits in effecting discontinuance of
positions.
Budget Reduction Process
The board has requested that the administration develop process and
timeline to come up with budget reduction options for the board to
consider. Following Mr. Sheehan's presentation on November 6th the board
also requested that the administration look at the districts used in Mr
Sheehan's comparisons to see what, if any, differences exist between each
one and WAPS. A draft of items for comparison was discussed.
Timeline -Target date would be the second meeting in March
Information ? The board discussed the following information that was
included in their board packet:
-administrative recommendations for the 03-04 school year
-Possible cost reductions submitted by staff
-Progress report on $250,000 budget reduction for 03-04
-Structural Balance summary for WEA contract
I will also be going through the 2000 Budget Design Committee
recommendations and updating those that have been fully or partially
implemented. These will be presented at a later date.
Reduction Target ? The board approved a budget reduction target of $2.4
million for the 2004-2005 budget.
