[Winona] From a newbie

It was my understanding that this list was limited to local issues. 
It seems to me that Paul and Duane are discussing national tax 
issues.  I don't care, one way or another, but if the list is open to 
national/international politics, it ought to be made clear and 
everyone on the list ought to be able to write about such matters.

Secondly, the list-messages I get are a real mess of repetitiion and 
html code as well as the basic messges, which makes it a definite 
chore to find what is new, etc.  Having been on other list-serves 
that had nice clear messages, I wonder if the webmaster might improve 
ours.
