My qualifications to address agricultural issues: I can tell the 
difference between a cow and a pig (and which end is which) and 
that I once rode along in the cab of a brother-in-law's combine.
Never-the-less.....

If being designated as "Livestock Friendly" was only a matter of 
a county employee filling out some paperwork for a day, and local 
control of feedlots etc. was still allowed, I'd say why not?

But the application form says local control is only allowed if the 
county can document that local limits are reasonable. So, if our 
application is rejected, then what? Do we spend a lot of staff 
time trying to provide more thorough documentation? If we were 
still deemed insufficiently friendly, can we quit the process or 
would we somehow be obligated to loosen up on local control.

Since there are no tangible benefits attached to joining the 
program, I have to suspect that the proponents hope the process 
will lead to relaxing Winona's feedlot regulations.
