- We're reminded of how fast time flies.  Sharon Ropes signed up for a 6 month stint approximately 18 months ago.  Sharon is president elect of the MN PTA among a host of other civic involvement roles and would like to step down as co- facilitator.  If you're interested in serving with Kathy Seifert- please contact her([EMAIL PROTECTED]) about the nature of the duties of being a facilitator for WOD- a vital role and one we don't appreciate enough. Thank you Sharon for all you've given to WOD. 

2. Relationship to Minnesota  E Democracy  (MED)

Steve Clift has asked us to formalize our relationship to MED, Steve Kranz offers a rationale, and we ask your feedback on the proposed "rules" that would apply to all "chapters" of MED.    Please send any comments you have back to ([EMAIL PROTECTED])  by April 23rd o the proposed "rules" so we can send in a Winona response.

I haven't pushed Winona on the official Chapter stuff, but at some
point I'd like all the forums to have more formal local governance.
Any thoughts?  Perhaps you could help start a conversation. Think
Lions, Rotary and a future where Winonans reach out to folks in
LaCrosse and Rochester to help them get a chapter going someday.  It
easy to feel snug in the valley, but what you guys are doing should
spread round the world!

Part 2.  Steve Kranz' rationale- He's been our prime contact with MED
(a role Roy Nasstrom will assume given Steve's move to cities)

The relationship between Minnesota E-Democracy and W.O.D. has always been a loose one -- I believe we say that WOD is "affiliated" with MED.  A few months after WOD got off the ground, we got into discussions with MED about working together and mutually agreed that we would both benefit through some sort of affiliation. I think this relationship has been mutually beneficial.  WOD has benefited from MED's experience, advice and the mentoring from their more experienced moderators.   It is important to note, also, that WOD was set up directly on the model designed by MED.
 
The association has also raised the profile of WOD and is mostly the reason that WOD has been recognized at the state, national and international level (We've been invited in the past to present information about it at various locations including Washington D.C. and Christchurch New Zealand (I only got to participate in that one by phone, unfortunately).  Steve Clift travels the world talking about online civic communication and WOD is a regular part of his speeches.
 
At this point, it is my understanding that MED is working towards formalizing its relationships with the various groups that have (or want to have) a local civic forum.  The direction they are going in is the "chapter" model (like the rotary club) in which there would be a larger structure and rule system, but much flexibility in local management of the lists.  I think they view their relationship with Winona as the model to follow.
 
I would strongly urge WOD to maintain its relationship with MED and play an active part in defining exactly what that relationship is.  I think it is important to have access to a larger cadre of people who spend much time thinking through the issues faced by online civic forums.  I also think it is important for WOD to maintain flexibility in managing the list in a way that works locally and allows it to retain its identity.

Part 3  E-Democracy.Org Forum Rules

Participants are responsible for reading and understanding these
rules.

These rules represent the basic ground rules for all E-Democracy
sponsored forums.  Specific forum purpose statements (or charters)
further define a forum's scope. Each charter defines additional rules
and may highlights in short form the essential rules determined by
that forum to be most important. This is the fine detail.

Based on a decade of experience, these rules provide a citizen-based
foundation for civility in online discussion that provides high value
to most participants.

Participants represent diverse backgrounds, political perspectives
and communication styles. By embracing the clash of ideas, our forums
promote respectful issue-based discussions. These forums are more
about the presentation of ideas and information than being right with
one's ideology. Our forums are NOT designed for debating abstract
political philosophy, "winning" online arguments, or ridiculing
others for their beliefs, backgrounds, or speculated motivations.

Our forums are a radically different political experience from other
media and most online forums because the real value of the forum is
completely in the hands of you, the citizen participants.  Instead of
segmenting people based on narrow political views or issue interests,
our forums bring citizens together in the common interest based
primarily on geography and a willingness to be exposed to different
views.

Our discussion forums are facilitated by volunteers.  They are not
moderated.  Messages go through automatically, but everyone is
accountable for their actions. There are practical limits to
facilitating an online political discussion.  Based on our non-profit
mission, E-Democracy.Org has an obligation to enhance the public
agenda setting power of each forum by attracting a large and
inclusive participant base.  This helps establish and sustain
meaningful online public spaces with an effective reach into real
circles of power.

By articulating your right to participate, we present the following
terms of participation and defined the limited power of forum
managers.  As the legal hosts of these citizen-based forums, E-
Democracy seeks to responsibly mediate the inherent conflict among
members rights. By subscribing to a forum you agree to abide by the
rules and the spirit of each Forum's purpose (charter).

If you do not accept or agree with these parameters, do not join or
participate in this citizen-based forum.


Rules

1.  Sign Posts - All forum posts must be signed at the bottom of
every message by the author with at least their real first and last
name, e-mail address, and city/neighborhood.  The use of pseudonyms,
anonymous postings or the use/theft of other people's identities when
posting is strictly forbidden. (See #7 in the Removal section below
for special and immediate penalties.)


2.  Two Posts a Day* - Participants may post no more than twice a day
on each forum. The E-Democracy day runs from 3:00 a.m. to 2:59 a.m.
local time. Intentional violation of the two posts per day rule
brings a double warning and results in immediate removal from the
discussion forum for a specific time (see Warnings and Removal
below). *The purpose statement of a forum may change this limit. Or
during special online events or limited time periods the Forum
Manager may change or suspend limits.


3.  Private Stays Private - Forwarding private messages to the online
forum is NOT allowed without the explicit permission of the original
author.  This includes private replies you may receive based on your
public posts to the forum and other private or personal communication
including e-mail communication with public officials who may or may
not be forum members.  Public officials and Forum Managers are
considered citizens with equal participation rights and
responsibilities in the forum.


4.  No Attacks or Threats - Personal attacks or publicly threatening
the safety or physical security of participants in a post to the
forum is not allowed.  If you receive private e-mail from another
participant that causes serious concern, you may inform the Forum
Manager. If you feel you have received an illegal threat via e-mail,
we ask you to contact to appropriate legal authorities. The Forum
Manager may only issue warnings or remove participants based on their
public posts to the forums legally owned by E-Democracy.


5.  Be Civil - No insults, name calling or inflamed speech for the
sake of argument. Personal one-on-one arguments, disagreements, and
personality conflicts must be taken from the public discussion forum
and dealt with in private.  Attempts at sarcasm and humor must be
labelled ... ;-), :-), etc.. The Forum Manager shall provide guidance
in this area to infringing participants to further develop a
practical sense of what is appropriate and is not allowed.  In
practice, this will inherently vary among forums.


6. Stay Within Forum Purpose - Posting to the appropriate forum
(including non-E-Democracy.Org options) is essential - local topics
on local forums, national topics on national issue forums. Requests
by the Forum Manager to bring discussions within the scope of the
forum must be followed or warnings may be issued.  The forum purpose
and scope is a contract under which all forum members joined.  A
forum must not be used as a convenient way to reach people without
explicitly connecting posts to the geographic area or topics related
to the scope of the forum.


7. Issue Corrections, No Rumor mongering - All posts should be as
accurate as possible and never intentionally false.  E-Democracy is
not responsible or liable for the content of any forum post.  Issue
corrections to your statements or claims should they not be publicly
corrected in ongoing discussions.  Rumors heard in the community,
even those carried by the media, must have an issue-based focus
within the forum's scope to be appropriate. Do not discuss the
personal or private lives of other participants or public officials.
In rare cases, such postings shall not be considered rule violations
if the personal conduct has a direct bearing on public policy.  Clear
such topics with the Forum Manager first to avoid warnings.


8.  Who May Post - Only those who are members may post directly. 
Forum Managers may only moderate discussion posts from new
subscribers to make sure they are not spammers, posts over a standard
size/length, posts sent to multiple addresses or forums, posts
containing HTML, or upon the notification of those being moderated. 
The Forum Manager reserves the right to review, rename, clean
headers, post and/or ignore non-member messages.  Announcement-only
services may be moderated without restriction.


9. Items Not Allowed - No attached files, commercial advertising,
virus warnings, or chain letters. Public event advertising related to
the scope of the forum is appropriate.  Participant "signatures"
providing links to the work or projects of an individual are
acceptable, but the display of specific products for sale is not
allowed.  Text placed automatically at the bottom of messages by free
e-mail services are exempt. Public discussion of forum management and
posting public complaints about potential rule violations are out of
scope - stick to public issues. Participants may send complaints
privately to the infringing participant or the Forum Manager.


10. Copyright and Reuse - By submitting an original message, authors
agree to distribute their intellectual property via e-mail and
inclusion in a permanent public web archive in perpetuity.  Do not
post the full text of copyrighted material. However, you may post
quotations from on topic articles or web sites with the source URL. 
While all original authors retain their copyright rights, they grant
others the right to quote or forwarded their public forum messages to
others as long as the author's name and the forum's name or web
address are cited or linked. Media outlets may quote original forum
postings under these terms only.



Warnings, Probation, and Removal from E-Democracy Forums


In our citizen-based, self-governing forums, participants themselves
keep the forums relevant and on track.  However, our volunteer forum
facilitation and management is essential and can involve difficult
decisions.  You may lose your right to participate based on your
behavior in a forum.  You may also regain your rights.

If at any point you feel these rules as written or generally applied
do not serve the stated mission of goals of E-Democracy, you have the
right to petition the E-Democracy Board for specific changes.


Warnings

1. Official warnings are sent to the infringing member when a
complaint to a Forum Manager is investigated and it is determined by
that Forum Manager that a rule has been broken. The Forum Manager
will respond to complaints in a uniform fashion. The Forum Manager is
not required to monitor every post.

2. In the absence of a complaint, the Forum Manager may at their
discretion send informal advisories to encourage rule compliance. 
They may also at their discretion issue and record official warnings.

3. A Forum Manager may moderate posts of specific members upon
notification of that member for up to two months while dealing with
rule compliance issues.  This may be renewed upon notification.  This
is typically used after someone's first warning to help maintain
their participation.

4. Official warnings last for one year.  They are recorded internally
and kept in case of an appeal.

5. Complaints about potential rule violations by Forum Managers (they
retain the equal right to participate in the forum) must be sent
directly to the local E-Democracy Chapter or the E-Democracy Board.

Note: If forum management responsibilities are split among a
volunteer team, a lead Forum Manager shall be designated to issue
warnings and receive complaints.


Probation and Removal

6. Process - The warning process starts with probation and results in
removal periods that grow in length based on repeat offenses. 
Warnings are specific to each forum. Due to variations in forum
purposes and management styles, similar conduct may not result in the
same sanction.

   A. First Warning - This warning remains valid for one year.

   B. Second Warning - The second official warning results in
immediate removal from the specific forum for two weeks.

   C. Probationary Status - Upon returning to a forum, postings by
that member will be watched closely for two months.  Members may
request that their posts be moderated and potentially returned to
help prevent future warnings during probation.

   D. Third Warning - A third warning while on probation or within a
year of the first warning results in immediate removal for six months
from the specific forum. Upon returning, the member remains on
probation for two months.  Notification of the removal of this member
must be sent to the local E-Democracy Chapter (or Steering Committee)
and the E-Democracy Board.

   E. Fourth Warning - A fourth official warning while on probation
or within a year of the three other warnings results in a suspension
from all E-Democracy.Org forums for five years.  After any appeals
are processed, an announcement about the removal of this member will
be publicly posted to forums to which that member belongs and sent to
the E-Democracy Board.  The removed member has the option to provide
an up to 500 word public statement to be attached to an optional 500
word statement from the Forum Manager about the causes for removal. 
This will be sent to forum in which warnings were received.

   F. Clean Slate - A member with no warnings within one year has a
clean slate.


7. Web Access Allowed - Those removed from forums may read the
postings from the web archive (not via e-mail), but may not forward
those posts to other E-Democracy.Org forums on which they maintain
full participation rights.


8. False Identity - If it is determined with careful consideration by
the Forum Manager/E-Democracy that a participant's actual identity is
in question, E-Democracy will immediately suspend posting for that
account(s) on all forums until such time that a one page letter
including a photocopy of a government issued ID with the full address
and notarized signature (on the same page) is delivered to E-
Democracy. If no proof of identity is provided within two weeks, the
e-mail address(es) shall be deleted and banned from all E-Democracy
forums.

Any identified individual found to have violated this rule will be
suspended from all participation in E-Democracy forum's and
activities for five years.  This includes any and all e-mail accounts
associated with that person whether real or falsified. If it appears
that fraud, forgery, identity theft, or computer crime laws have been
violated,  E-Democracy will notify the appropriate legal authorities
in that political jurisdiction.


9. Appeals - Any third or fourth warning may be appealed under our
due process procedure to the local E-Democracy Chapter Forum/Steering
Committee or to the E-Democracy Board should a local forum management
oversight committee not exist.  At that time, the validity of the
first or second warning may also be reviewed and the total number of
warnings reduced if a Forum Manager's warning is overturned.  The
participants suspension shall remain in effect during the review
process which may last no more than three weeks from receipt of a
confirmation receipt that the appeal was received.


10. Technical Removal - Technical maintenance, full e-mail inboxes,
or excessive bounced messages may cause a member to be temporarily or
technically removed from the forum or result in a delayed
distribution of their posts. In these cases, the member may rejoin
the forum at any time.


11.  It is the responsibility of the E-Democracy Board to develop and
protect each forum as an organizational initiative within the non-
profit mission of E-Democracy.Org.  The E-Democracy Board reserves
the right to remove any participant upon careful consideration and
stipulate the terms and duration of that removal.  Information about
such removals will be made available upon request.
