Chris,

I would maintain that "growth" and "change" are two very different things
and you can't simply interchange them.

In this instance, doesn't "growth" mean more homes and land for the city?

Change is very different.

Even though a person stops growing height-wise around age 18-20, they still
continue to change.

I don't mean to go commando on the meanings of words but if we're not
careful about the words we use, misunderstandings and poor decisions will
occur.

I'm all for change.  Be it education, government, or other things, I'm all
for progress and doing things differently.

Simply adding more houses and land to a city and calling that good is the
old way of improving a city.  That's not out of the box thinking.  That's
1950's thinking.

To talk about change and out of the box thinking is to talk about progress
and change within an existing city.

What kinds of improvements could be made within the current Winona City
limits if the City Council decided to invest a couple million dollars
there?
