[Winona Online Democracy] Here is the full text of the resolution that was passed at last night's County Board meeting regarding the proposed Wilson Township annexation and development.
F.Y.I. Dwayne Voegeli July 28, 2004 ----- Winona County Board Resolution Re: Wilson Township Issue July 27, 2004 County Board Meeting ----- WHEREAS, the proposed development and possible annexation of the Phillips/Heise property in Wilson Township by the City of Winona impacts the County Government by creating immediate and future traffic problems and costs that will need to be paid by the County government during a time when it faces a current deficit when merely trying to keep up with existing road and traffic responsibilities; and WHEREAS, the proposed development and possible annexation impacts the County Government and county residents by changing land uses in important ways that may negatively impact farmers and neighbor's land and property taxes; and WHEREAS, the proposed development and possible annexation impacts the County Government and county residents by creating serious potential water pollution problems and costs; and WHEREAS, the proposed development and possible annexation impacts the County Government and county residents by running counter to the County's Comprehensive Land Use Plan, including but not limited to the priority placed on preserving farm and natural land, and by engaging in a development pattern that may be neither sustainable nor desirable. NOW, THEREFORE, BE IT RESOLVED that the Winona County Board encourages the Winona City Council to reconsider responding to the questions submitted to it by two Wilson Township Supervisors because the information requested is very important to the current and future planning processes for the township, city, and county; and BE IT FURTHER RESOLVED that the Winona County Board formally requests that the City of Winona address these important County Government and public concerns before any decisions are made regarding the proposed development and possible annexation of the Phillips/Heise property in Wilson Township; and BE IT FURTHER RESOLVED that while the Winona County Board acknowledges that it may have limited legal power to stop this annexation process, the County Board does believe it has a responsibility it has been elected to make on behalf of all the citizens of Winona County and therefore wishes to state it's public opposition to the proposed development and possible annexation of the Phillips/Heise property in Wilson Township by the City of Winona until such time as the City of Winona, Wilson Township, and the County Board have had an opportunity to work through important issues that impact the residents and taxpayers of Winona County. ------------ > >[Winona Online Democracy] > > >Thank you to the County Board for taking a positive stand on the Wilson >annexation. >thank you goes out to Dave DeLano for an excellent letter to the editor in >the daily news too.
