I have this message at the last minute. I believe
the new jail decision could have been made years ago The board decided 6 years
ago to try to creat a huber release center. That is the first step. Next
determine the realistic need for a new center and cost of construction.
Determine the rough operating cost and compare that to the amount we estemate we
will spend transporting and housing people outside the county. If the numbers
are close bond for the new facility and pay it off over 20
