Thanks, Phil, for that description of Met Council
activiites and how development has been occuring in the 7+ county metro
area.
We have an advantage in Winona, I think. The
'MUSA' area is also, in the long run, the city limits (except for
Goodview). That is our policy...no services without annexation. As
development occurs, it is absorbed into the city. But development can and
should be directed. We have no real collar...Stockton, Lewiston,
Rollingstone, Ridgeway...perhaps...but a thoughtful strategic plan could make a
positive difference. I've never seen such a plan.
I am concerned that the lessons of the 1960 City
Master Plan have yet to be learned. For those of you who have not
heard me extoll the virtues of this document, a copy is available at the
Hisorical Society...just read the preface.
