[Winona Online Democracy] I would just like to elaborate on my thoughts regarding taking Sweetwater and Phillips out of the orderly annexation plan. If the decision is made to do this (and it probably will be through litagation if it happens), then there is no sense in developing an orderly annexation plan.
Once these two are negated from the plan it opens the doors for future developers to file a lawsuit based on this. If a plan is in place, any developer can come back who is not within the plans boundries and say, "but you made the exception for Phillips and Sweetwater". It will be difficult to deny their requests. I will say this again, the City Council will be setting a precedent on what they decide. It makes no sense to develop a plan with the intention of not enforcing it or having all follow the rules. I am fully aware the City Council is not happy with the progress on the plan, but that does not mean rash and "angered" decisions should be made because of this. I would hope they are up to the challenge of working on the plan and making sure it meets everyones guidelines and expectations and these stay enforced.
