What was the number of households in Winona Township at the time of
annexation?  What is the number of households today in the annexed area?
What is the number of subdivided lots available for building sites today?
How many acres of undeveloped land have yet to be subdivided?  What is the
typical number of lots with city services that can be developed within each
acre?

What is the annual Gross Revenue that the City of Winona received from the
4.0% Tax on Excel Energy Electric Bills in 2003 and 2004? What was the
revenue prior to the annexation of Winona Township. 
What is the current revenue per household in Winona?
What is the estimated revenue they will receive for the area being annexed
once developed?

What is the annual Gross Revenue that the City of Winona received from HBC
and Charter Communication Franchise Fees for 2003 and 2004? What was the
revenue prior to the annexation of Winona Township.
What is the current revenue per household in Winona?
What is the estimated revenue they will receive for the area being annexed
once developed?

What is the current Gross Revenue for the Rain Tax in 2003 and 2004? What is
the cost per lot of record?  What is the average annual billing for the rain
tax on each of the former Winona Township residence?

Since all these revenue sources are automatic by annexation what amount of
money is offered by the city in their buyout of the township?  What other
revenues are gained, without any expense on the city's part, that are driven
by population or miles of street formulas that provide windfalls to city
residents.

As a taxpayer in the City of Winona this public information should be
presented to show the financial gains that will be achieved by spending
$50,000 - $200,000 in legal and lobbing fees and how many years it will take
to get the investment back into the bank.  This is the issue for city
residents and it is time for the council to put the facts on the public
table.

The cost of sewer and water is a Trojan Horse since all those expenditures
are covered by special assessments paid by the users of the service.  The
city just holds the mortgage until they are paid in full.
