[Winona Online Democracy] I would (in theory) say something to the parents at the time. It needn't be righteous or condemning or mean. It could simply be, "Oh, your little girl sure looks cold, with no shoes on in the snow." Wait for a reaction. Maybe there is one, maybe there isn't. At least you've communicated.
The implicit question in this story is why NOT say something? The reasons are variations on Minnesota Nice. It's not polite to do or say anything that might someone else feel uncomfortable.
