Well, sure, I can and do donate money as well as time--though I don't have nearly as much time as I used to to volunteer. However, there are limitations to what donations can do. I know that some PTA groups (it has been discussed locally as well as nationally) have investigated the possibility of fundraising to hire/retain teachers/counselors/programs, and largely have found that there are legal stumbling blocks that made this impossible to do. Some of the issues were who would decide who was hired (What if the school district wanted to hire or was required to hire someone who was not the person the fundraisers wanted?) and legal commitments/obligations on the part of the school district upon hiring anyone, etc.. As we all know, school funds are held in different funds and it is difficult or impossible to use monies from one fund to pay for programs/personnel/other needs covered under a different fund. We cannot divert capitol funds to pay for all day kindergarden, for example. The capitol monies that will be used to renovate the high school library cannot be used to also hire a library staff.
As for volunteering, again, there are limitations as to what district positions can be filled by volunteers, and what positions must be held by licensed personnel.
I fnd it interesting, and sad, and infuriating, that so much anger is directed towards public education, nationwide, and particularly here in Winona. We do not seem to demand nearly as much accountability from any other governmental body, and no other governmental body seems to attract as much ire.
