[Winona Online Democracy]
John Gunyou painted a bleak picture of the state�s fiscal and social
problems. Certainly other states face serious problems also, some even worse
than those of Minnesota�s. But the problems in Minnesota are especially
noteworthy, given the state�s recent history of governmental concerns in
education, health, welfare and highways. We can�t fully grasp Winona�s
difficulties, particularly its educational plight, without understanding what�s
happening at the state level.
The actions of the governor and the legislature have clearly made worse
the problems that the recent recession have caused, although in varying degrees.
Is it possible that we are seeing a shift in the social culture of the state? Is
the idea of state responsibility for local conditions receding? Will the perception of immediate
political gains always be the final determinant of policy decisions by the
parties? Or are we simply undergoing a passing phase, in which ideology and
tactical advantage have driven the party leadership and voters to actions that
will soon be changed?
