LARRY KIRCH TO SPEAK ON BLUFFLAND PROTECTION: LA CROSSE'S
STRATEGY

------

People who  live in Winona, in the county, townships
and city, prize the area's bluffs, hillsides, valleys
and trout streams. Surveys show that protecting these
natural resources is a top priority. But how do we
protect them? Many tools and strategies are available.

On Tuesday evening, June 21, at 7 p.m., Larry Kirch,
Director of Planning for the City of La Crosse, will
present a talk about that city's successful bluff land
protection program. The  meeting will be held in the
Winona City Council chambers, at City Hall.

In 2001, the City of La Crosse began working with the
Mississippi Valley Conservancy to acquire and/or
establish easements on the city's scenic bluffs and
hillsides. With support from land owners and citizens,
the City has so far managed to protect more than 800
acres adjacent to Hixon Forest.

Mr. Kirch will talk about how the program began, how
it  is funded and how it works in La Crosse.

This talk is the second in the Local Land Use Planning
Series that was initiated this winter by a group made
of people from the city, county, townships, the
Chamber of Commerce and individuals. It is jointly
hosted by the Winona City Planning Commission and the
Environmental Quality Committee.
