[Winona Online Democracy] city real property I remember the charter change on May 7,1968- we (the charter commission) worked so hard to word the Chapter XI-Sect 11.05 "Sales of Real Property" in a way that would reflect public views and understanding and make the sales of city property not so "willy nilly ". In essence this is what it says. The Council must pass a resoloution that specific property proposed to be sold by the city is no longer needed or suitable for municipal purposes. Then they must advertise for bids. Then it goes on to say " any such resolution if it involves park property........ shall be subject to the referendum provision of the charter". I might add that the charter referendum passed by a 3528 to 497 vote!Now I don't know the law as others-- but does the Latsch deed supersede the Charter in this case? Joe Emanuel
