Yes the City of Winona typically charges $.20 per photo copy.

The Pinnacle report was ordered, to provide background data for the City of Winona prior to beginning utility projects in the Pleasant Valley area.  City staff expects slightly higher scrutiny than normal of those projects and felt that it may be beneficial to have the information.  It is my understanding, from the stories I have been told, that septic runoff along the homes adjacent to WG&D has been common knowledge for many years.  It appears that the report confirmed those stories.  The apparent contamination of the Springbrook stream was unexpected.  The report was not intended to be a complete study and analysis but rather to provide only background information.  I believe the report refers to itself as a “snapshot” of the condition of the area.  Other agencies will need to pursue gathering more information if they so choose.  Additionally the report did not test any well water as that is outside the scope of our utility extension projects.  I would assume that property owners have their wells tested on a regular basis.
