Title: Re: [Winona] Attempting to answer Pat Moline's question
Kelly:
Thanks for demonstrating how very complicated school finance can be. I have yet to get a "simple English" answer to how the extra money the board is asking for will be used.
"Bringing back what has been cut," doesn't cut it. somewhere - in the hundreds of students the district has lost - there has to be a savings.
I'd like numbers without the district "spin." You can't count the $2 million you would have saved if Lincoln would have remained open unless you mention the money spent to move the programs elsewhere and then add the roof or the boiler at the next aging school that was kept open.
Using that logic, I saved $10,000 because I didn't have to put a roof on the last house I sold. I should be $10,000 richer.
I understand the district is running so lean, it's not taking care of it's buildings. If we love all of our buildings so much, why don't we have scheduled maintenance - instead of hearing from an architect firm that we have maintenance issues that exceeds $26 million.
You get that far behind because of choices. The board has been very compassionate about keeping programs and keeping class sizes down, but the board hasn't been responsible stewards to the buildings.
It appears we have a brick and mortar crisis, but the referendum is framed that voters must approve question 1 before it's possible to approve money to fix the buildings.
Paul Double offered some very pointed questions I'd like to see answered. Paul has put some time in the school board seat, so I give his analysis some merit.
I'll stop now. I was going to stay quiet, but I just can't stand it.
And while this post doesn't appear to reflect it. I appreciate the time you and the other board members invest in our schools. It's enormous.

I've listed the questions again- because they beg to be answered
Paul's questions were:
Which specific cuts remain intact regardless of the outcome of the
referendum?
Which specific cuts are reversed if the referendum passes?
What is the 2005-06 student enrollment K-12?
What is the projected 2010-11 student enrollment K-12 based on birth rates
2005-06 and formula modifications?
What, if any, elementary schools are scheduled to be mothballed, closed or
sold and when?
Does that change with a yes or no vote and if so how?
What specific changes in transportation will occur if the referendum passes
or fails?
What specific changes occur in sports and arts if the referendum fails?
Can this referendum be voted on without all labor contracts being settled
prior the vote?
What other significant and noticeable things occur based on the approval or
rejection of Referendum number one?
