To be specific, employers are frustrated with the small number of motivated
workers available for the work and pay they offer. The kind of workers they
want are already employed, faithful to their employer, responsible to the
positions they have.
We are not seeing the attitude of all labor, or probably even an exceptional
minority. We are almost certainly seeing a normal distribution of an
ordinary population. It is, and always has been 'normal' for there to be
remainders of the work force. The viable labor market here is tapped out.
I'd call this a normal, competitive situation.
Society can launch a program to remotivate the remaining would-be laborers,
but it probably won't yield enough exceptions to help industry one bit. If
such a program would create reliable, dedicated and faithful workers, I am
sure employers would do it themselves in a flash; such employees are that
valuable.
Plain and simple - Winona is tapped out for labor.
