The Historic Preseravation Commission has recommended, helped to design,
then approved, then ordered (via the City), and now has banners to indicate
the
two downtown historic districts. Recently, our City Planner, Mark Moeller,
along with Mike Pellowski and I of the Commission, took an early morning
stroll to indicate which downtown light poles should be used for our
banners. The design incorporates a rosette which is similar to that on
the
awards presented for historic preservation to commercial and residential
building owners. After several years of harping on obtaining the banners
(from the
same company and of the same size as WSU), the next step is to have the
banners actually installed, via a city crew. Perhaps a phoning deluge would
accomplish this? Look for them downtown...and feel free to comment or
commend, or both.

As a taxpayer, I think that banners indicating the way to the farmer's
market would be an excellent idea--good for the farmers' market, good for
downtown, good for the folks who are trying to find the farmers' market.
I also like the idea of banners advertising/showing the way to other
special events such as Steamboat days (with something marking the parade
route) and the Victorian Fair would be excellent ideas. I know that
people from out of town do attend these events and if they aren't really
familiar with the city, sometimes have a bit of trouble finding exactly
where they should go (and park). I think that banners or some appropriate
markers indicating historical downtown or neighborhoods containing
buildings/homes with historical designations should also be displayed. Of
course, if we lose so many buildings to a parking lot, I'm not sure there
will really be much left to merit 'historical banners.'
Design is a key element: it needs to be appropriately designed and to
appear only when and where appropriate: IE, Steamboat Days banners should
come down promptly after Steamboat Days.
I'm not so fond of the banners advertising Winona State University--they
tend to give the impression as you enter Winona via Huff that Winona State
is pretty much all there is. And I dislike the design. Smaller, less
overpowering would be better. And perhaps WSU (and I'm both an alum and a
big fan of WSU) should not be the only destination on banners lining Huff
St.
As for subsidies of private businesses: it's done all the time. I am not
sure that it's right, but I am sure that it's wrong to subsidize WalMart,
Target, Menards and other big boxes and not to help small businesses.
