[Winona Online Democracy] This is not at all what I was referring to. My point was the City jumped in immediately and said this development can occur but it must have City utilities to do so, hence the whole annexation process occurred. There was never even a chance to look at other alternatives or to even look at if this development should occur. The developer did not look into it, largely believed to be because he would have to follow Township guidelines for agricultural land of one house per 40 acres - would put quite a bite into the profit wouldn't you agree? The City has shown over and over again they could care less about environmental issues. Would septics have been better with less density on the land (one house per 40 acres)?, hard to know since it was never looked at, but experts certainly could make some educated assumptions on this. What has been addressed by many experts, is this property is not suitable for a development as proposed, if at all.
As I stated in my posting as well, we are finding out that this particular sensitive area should not be developed with septic systems or City sewer and water. This has been the position of many enviromental experts all along. I am sure Mr. c.e.w. that anyone of these people would spend time with you educating you that it is far more than spotted owls or blanding turtles that is of concern on the PHillips property. This would be some of the least of their concerns. Afterall this discussion started out about disposing of human waste into our lands and water. Perhaps you want to relate this to the concern of the Phillips property. Many of the experts responded to this on the Phillips last 2 EAWs. It is available at the City Hall.
