Its not quite that easy to explain. In the City of Winona, the total value that is exempt is about 30%. Exempt values are calculated every six years while taxable values are adjusted annually. The amount of exempt property in the remainder of the county would be less. The universities are a substantial portion of that exempt value. These parcels pay no property taxes.
 
There are thousands of acres, mostly in Whitewater and Elba Townships, that are owned by the DNR. Those properties do not pay regular property tax but rather the state reimburses local units of government at the rate of 3/4 of 1 per cent of value. These values are adjusted every five years. Currently, Winona County, the townships and the school districts share about $16.50 per acre on these lands. That amount is a little less than non-homestead farm property and about 25% more than homestead farmland would pay.

In Winona the growth in exemptions hasn't so much been in religious organizations but rather in groups that refer to themselves as non-profit charities.
 
Examples would be Volunteer Services, Rock Solid, Winona State University Foundation, Habitat for Humanity and Home and Community Options. I'm not passing judgment on whether they are deserving or not but just the fact that this sector is growing here as well as in other counties.
