So, they had the greenlight to go ahead with the project all along? I was under 
impression that it wasnt just about getting the public dollar involved (with 
the cheap govt loan) but they also didnt have complete regulatory approval for 
the expansion itself.
  I am curious why, if they already had a greenlight for the expansion( 
regardless of civic feeling along the line) why they didnt turn to the private 
sector to get the $$$ ? The fact that they are now willing to sell off chunks 
of the company in order to raise the needed funds for the expansion would lead 
me to question the DM&E's financial stability to begin with and also to 
question the margins they operate on.
