If people want to build they should borrow money
just like the regular folk. When is someone going to question the
city about the buildings on west Broadway that are going no where. Where
is the builder? I was at the city council meeting when this project
was brought up and it sounded like the guy really didn't know Winona and what
they would buy. How long before the west side of that building starts to
rot? The builders didn't even put plastic on to protect it.

know about TIFs except it seems to say the entity will not have to pay
property taxes for a period of time.
My comment is concerning the
housing that would benefit from the TIF . Bob says it is needed.
I don't' think so.
This effort failed in its first effort and now
has renamed itself under a new management umbrella. It didn't make it
the first time because not enough people signed up to buy units. Seems
the demand may not be there after all. Entry level, low to middle income
housing is needed and for the elderly that along with it being accessible is
needed. High end feeder systems for nursing homes may not be what we
need or what people want. Assumptions were made and not enough good
market research done.

Bob……Thanks for
confirming the past abusive uses for TIF’s. I am also sure those seniors
who pay school taxes will appreciate your support of exempting the public
schools from enjoying the benefit of an expanded real estate tax base by the
use of a TIF as their property taxes rise higher than they need to if the TIF
was not used.

Paul...what planet do you live
on? At one time there were communities in Minnesota that were
abusing TIF...Winona was not
without sin, but no atrocities were committed, and the abuse of TIF largely
ended.
The argument for this project...to
be owned by a not for profit...is that we need more kinds of housing options
like this for our older adults. Seems like a no brainer to me, but then
I'm a left wingnut...lol

I couldn’t agree
more that this, while possibly legal, was not the intent of the legislation
for TIF’s. I would hope that it not be used as if further allows the
sponsoring government unit the opportunity to not share the tax base with
schools who should also benefit from an expanding real estate tax base as
it
occurs.
But it shares the
spotlight and hot water of the Port Authority purchasing the Chrysler
building three blocks from the river unless they plan a new river access up
Main
Street.

I've been reading about the Applewood Point
project in the local papers and wonder if anyone else on WOD feels this is
a
negligent use of TIF? I dont believe TIF was conceived for projects such as
this. Is this a blighted property? I will grant you that it is not on the
tax rolls now...only because its been coveted by a church and never been
offered on the open market, but I have to believe it is certainly a
marketable property.
Being a former taxpayer in the city of
Chanhassen, I have seen TIF go way awry( do a search on the Star -Tribune
website, there are several articles detailing the Chan problem, this isnt
that comparable but it does show a good reason why TIF requests should get
the utmost scrutiny) and come back to bite the taxpayers.
Is there
someone else here who has a different point of view on this project? Am I
not getting the whole picture on why this is a benefit to
Winona taxpayers? Does anyone else have the same opinion as I
do on this?
