Unfortunately, it's a bug in WinPcap 4.1.1 (by mistake some tracing was left enabled).
A new release fixing the issue will be released soon, for the moment I suggest you to use WinPcap 4.1 beta4 that doesn't have the issue. WinPcap 4.1 beta4 is available in the archive here: http://www.winpcap.org/archive/4.1beta4-WinPcap.exe This version does not support Win7, however.
