Can you please try connecting the two computers directly with an ethernet cable 
and see what happens?

I can not send packets from win7, it has 2 network interfaces, ethernet with 
direct connection to adsl modem, and wifi connection to notebook.
The packets i send from win7 are visible in wireshark, but actually they do not 
transmiting over network. both devices (modem and notebook do not receive them).

  Are you saying that the issue happens when transmitting from either a wired 
host (with an ethernet connection) or a wireless card?

  One host directly through the cable, and the second via WIFI.
