I wouldn't use WinPCap for a replacement for the standard TCP/IP stack. WinPcap 
has been optimized for high speed packet capture, at the expense of (for 
example) a higher latency when receiving packets. Not to mention the nightmare 
of supporting a custom written TCP/IP stack.
