At the moment there is no way to do that. Moreover, WinPcap will not list 
adapters that have been connected to the computer after the WinPcap driver has 
been loaded.

How I can find whether current network adapter is disabled or enabled.

 

I am writing active sniffing application which will sniff packets from all 
adapters. I want keep track network adapter disabling operation.
