Do the 32-bit Windows machine and the 64-bit Windows machine have exactly the 
same type of Ethernet adapter with the exact same version of the driver?

If not, there's more of a difference between the two machines than 32-bit vs. 
64-bit.  Different adapters and drivers can handle VLAN-tagged traffic 
differently.
