The first step of he instructions are "buy an AirPcap adapter":

or, alternatively, "install an operating system other than Windows on your
machine", such as a Linux distribution or a *BSD operating system.
You can't capture raw 802.11 frames on Windows with WinPcap except with an
AirPcap adapter.
