Windows, because WinPcap runs only on Windows, not MS-DOS, and not any flavor 
of UN*X (most modern flavors of UN*X are supported by libpcap, and libpcap 
supports Wi-Fi adapters on most if not all of them).

I assume "get networking to work" means you're trying to get the networking 
inside DOSBox to work through your Wi-Fi card, and you want to use some 
WinPcap-based application, such as WinDump or Wireshark or..., to try to debug 
the problem.

AirPcap is, first and foremost, a name for hardware devices; the AirPcap 
software is built for the AirPcap card, so it's not surprising that it won't 
work with your card.

WinPcap doesn't support NDIS 6.0, so it doesn't support Native Wi-Fi on Windows 
6.x (Vista, 7(!), etc.), so its ability to work with Wi-Fi adapters is limited.

You might want to try running Microsoft Network Monitor:

Its driver *does* support NDIS 6, and *does* support Native Wi-Fi.
