I am not sure about Visual Studio, but the newest version of WinPcap on my Windows 8.1 Pro 64-bit machine causes the Intel card to stop working (critical error in Windows 8 Reliability Monitor).

You can turn on verbosity in the linker and see it searching those libraries as part of the link session, however it adds them to the "unused" list and then complains about the missing symbols that reside in those libraries.
