Is the machine SMP? SMP machines are currently not supported by WinPcap.
If no, are you local Administrator?
What happens if you reboot the system?
If it still doesn't work, can you report the bug as explained at

I am running Ethereal on a Windows 2K server. I have installed the
latest version of WinPcap (2.3) and I have also copied the winDump.exe over
for testing. When I run ethereal it will not detect any network card. When
I run WinDump -D it brings up "1." and nothing else. The card is an Intel
PRO/100+ Server Adapter (PILA8470B). It is working correctly in every other
respect. I also installed and ran WinPcap and Ethereal on my own
workstation and everything is detected fine. Is there a known issue with
the Intel POR card, or is there something else I can try? Thank you.
