Maybe I found what is the problem.

I think you have installed WinPcap 2.3: isn't it?
If so, it seems that the keys in the registry related to WinPcap are wrong:
go to

HKEY_LOCAL_MACHINE/System/CurrentControlSet/Services and remove the folder
NPF.

Next, reboot the machine.

Now WinPcap should work.

Make also sure that there are no "packet.sys" files on your machine (in
particular in WINNT/system32/drivers).
