If windump works, the problem is not in winpcap but in the application.
In particular, it seems that nmapNT hasn't been updated since a long time,
so it doesn't support the latest winpcap releases.
The nmapNT developers are probably the best people to contact in this case.

It appears that the latest version of WinPcap 2.3 breaks nmapNT. I
previously used nmapNT with libPcap 2.02, but after upgrading my W2K
system to WinPcap 2.3, nmapNT will no longer work. The same problem is
experienced with a new installation on a WinXP system.

When I try to run nmapNT, it can't find the packet driver, and comes
back with the following error:

WINDOWS Interface enumeration:
No Suitible Interfaces!

I tested WinPcap with WinDump, and it could find all of my NDIS
interfaces.

I have seen at least one other person on the WinPcap-users mailing list,
who experienced the same problem.

Any help would be appreciated!
