It is a common problem under Win9x: you have two PPPMAC (aka dial-up
connections) on your system, and WinPcap tries to capture from the first
one, always.

Try to:
- remove winpcap
- uninstall all the instances of the PPP adapter from the control panel
- reinstall the adapter
- reinstall winpcap
