You are trying to use Windump 3.8 with winpcap 2.3.
As clearly stated on the windump web site (download page) WinDump 3.8 needs
winpcap 3.0 alpha.

If you want to use winpcap 2.3, you must use windump 3.6.2 (which is
available on the windump download page).
