I suspect that the problem is related to the NIC driver of your network adapter (by the way, you didn't mention what kind of adapter you are using). The fact that the problem is present also using sniffer basic (that doesn't rely on winpcap for packet capture) seems to confirm this suspect. Look if the adapter is properly configured and eventually try to use onother adapter.
