This advisory is well over a month old (middle of November). I would sure hope that it's completely resolved by now at all mirror sites!  Here's the mailing-list archive message from tcpdump.org giving the summary and final word / resolution of the problem.  In any case, the 3.8alpha version (which is the latest version) of Windump, and the 3.0 alpha developer's pack of Winpcap were last modified on August 8, and the Winpcap 3.0a4 source code and binary auto-installer on October 22... both well before the Trojan incident happened,... so we have nothing to worry about in Windump or Winpcap until the next alpha release, which I will assume will be made with un-trojaned source code.
