winpcap is a protocol driver, not intermediate so in order to limit traffic
you'd have to write a IM driver or use the QoS Packet Scheduler from Windows
or go a different way like write a winsock filter to induce a per
application delay

Hi,

I was wondering if anyone could tell me if I can use the WinCap to set
speed limits on computers. I'd mainly only be looking at the TCP protocol
right now.

I'm not too sure where to start so any other advice would be great.
