Johan,

   that DLL is part of the Borland C++Builder compiler environment, and it 
should not be asked for.
Apparently the guy who wrote and compiled the Elektor DLL did not set correctly 
the compiler and the linker flags. If 
they are set correctly, the generated DLL module contains all what it needs to 
run without asking for extra libraries.

I hope the author of that DLL is reading this message, so he can fix the issue 
(it is just matter of a recompile with 
the right flags).
