User error. This fails because: 192.168.1.0 & (1 << (32 - 13)) != 192.168.1.0 and 10.5.0.1 & (1 << (32 - 24) != 10.5.0.1 Try instead using 192.168.0.0/13 and 10.5.0.0/24.
