We have a Cisco 1200 series wireless infrastructure. We use a radius server and an 802.1x client or LEAP for authentication. The server and client is Funk's Odyssey product. I'm not sure what you mean by open or reserved. We are using the private address space as defined in RFC 1597. We don't charge a fee specifically for wireless. Ours was funded through a presidential imitative.
Checkout http://campuswide.cofc.edu. We're not quite ready for primetime, but the infrastructure and security is in place.
