I don't know if there is a connection, but the TrueMobile 1150 miniPCI cards
in many Dell laptops have shown similar behavior. There is quite a bit of
discussion on this in the Dell Forums. You might try this thread (I think it
will work).

I was able to solve my problems through access point firmware upgrades,
driver updates, and registry settings.
