Hubbell makes a tamper resistant ethernet wall jack. Check out http://www.hubbell-premise.com/PressRoom/PressReleaseDetail.asp?ID=71 That might help on one end of the cable. If they're unplugging the patch cable from the AP, then I'm not sure what to do about that. I guess you could glue it in, but that would cause problems if you ever had to troubleshoot or replace the unit. There are locking enclosures that you can put the AP in.
