Allen: There is a load-balancing feature in the controller that you can take advantage of, to require, for example, that only 8 users are on each AP. The specific details are fuzzy to me (and I couldn't find any detailed online documentation), but the options will be obvious once you find the configuration screen. If I remember correctly, there was no percentage based load-balancing, that is, the ability of the system to split clients among APs based on a percentage basis.
