Mr. Epstein,

I am almost sure that your institution is always responsible for anything that takes place in your network. You own it, you are responsible.

We just implemented the BroadHop solution, which forces people to login to the system anytime they want to connect. Here certain members of our user population are able to create temporary accounts for these temporary users. Once the temporary users come in, they are able to log in and navigate outside of our network only. The system acts as a NAC for those users.
