Thanks.  I read through the archives, but couldn't really find a solution
for IAS.  It seems to be fixed in Funk, but I'm wondering if anyone has
found a solution for IAS.

This is a fun issue.  Basically your authentication server has to send back
the proper EAP failure message in order to get Windows to re-prompt for the
password.  I can't remember all the details, but it was extensively
discussed
back in the early 2006-ish timeframe if you search through the archives.
