I know this doesn't really answer the question, but it's certainly one
that can address the problem being described above, at least: we use
ISC's DHCP server instead, and I readily recommend it.  With suitable
configuration (and ip-helpers configs in the distributions) it gladly
assigns addresses on subnets other than the one on which it resides.
