We've ran into this issue with the internal aruba DHCP server. Similar symptoms - at busy times it basically would stop responding and would require a controller reboot. I suspect the dhcp daemon crashed...
We migrated to having client DHCP requests be forwarded to a central campus server - but still allow internal dhcp for provisioning of new AP's. We have not experienced any issue with the Aruba controller not being able to forward all the DHCP requests. Running two controllers one 3.3.1.7, the other 3.1.1.17.... Also, once it starts it will no longer do DHCP over that port regardless of load. We are running Aruba OS 3.3.1.9 and rebooting the controller fixes the issue, but alas this isn't a fix at all as far as we are concerned. We are thinking that we may have to move to a real DHCP server as opposed to the internal and just allow it to forward dhcp, the issues but we arent sure that this will fix the issue as if it's dropping DHCP the obviously it wont allow the forward to happen either.
