We log everything. I asked if we get paid by the RIAA/MPAA to log all this/employ people to track and hardware to do so. We aren't funded by them. Other larger schools in Michigan do not bother.

We just look at registered MACs and keep logs with the NAT translated IP, and follow the trail.
